Development and Sustainment Contract Extension

The Boeing Company was awarded a contract modification valued at approximately 4.14 billion dollars to partially definitize a larger Undefinitized Contract Action for the Ground-based Midcourse Defense Development and Sustainment Contract. This agreement extends the period of performance through December 2023 and focuses on expanding missile defense capabilities, including the delivery of a new missile field with 20 silos and two additional silos at Fort Greely, Alaska. The total cumulative value of the contract, including options, has reached approximately 10.8 billion dollars. While the production of 20 additional Ground Based Interceptors is currently deferred due to design review delays, the scope remains focused on Boost Vehicle development, ground systems software integration, cyber security, and performance based logistics. Executed as a sole source acquisition, the project leverages the specialized expertise of Boeing and a team of subcontractors, including Northrop Grumman and Raytheon. Work is conducted across multiple strategic locations, including sites in Alabama, Alaska, California, Colorado, and Arizona. The effort is managed by the Missile Defense Agency to ensure that defensive systems remain current against emerging threats through rigorous flight testing, upgraded launch equipment, and expanded systems testing.

Command, Control, Battle Management, and Communications Engineering and Development

The Missile Defense Agency has established an IDIQ contract for Command, Control, Battle Management, and Communications Engineering and Development under solicitation HQ014711R0003. With a ceiling increased to 1,203,500,000 dollars, this requirement supports the C2BMC Ballistic Missile Defense program element. The scope of work encompasses the continued engineering, development, testing, integration, fielding, and on-site operations and sustainment support for C2BMC capabilities deployed worldwide. Key deliverables include hardware and software data, products, training materials, systems, and comprehensive operations and maintenance support. The contract was awarded as a sole-source procurement to Lockheed Martin Corporation, justified by the unique qualifications of the Missile Defense National Team B and the necessity to prevent significant cost duplication and schedule delays. The effort focuses on the operation, sustainment, and development of C2BMC spirals, with an initial valuation of 1,085 million dollars covering the period from fiscal year 2012 through 2017. Managed by the Department of Defense in Huntsville, Alabama, the contract falls under NAICS code 541511.
