Full Spectrum Imaging System

The Drug Enforcement Administration, under the Department of Justice, intends to award a firm-fixed price purchase order for the acquisition of the A-FS-1-FS Full Spectrum Imaging System, also known as the CrimeCam FSIS. This procurement is being conducted on a sole source basis with Arrowhead Scientific, LLC, as they are identified as the only vendor capable of providing the high-quality imaging and hands-free processing required for the high-resolution imaging of latent prints and evidence. The acquisition is being managed through FAR Part 13 Simplified Acquisition Procedures under NAICS code 334516 and is designated as a total small business set-aside. Solicitation D-16-SS-0417 incorporates various FAR provisions and clauses, including specific requirements for instructions to offerors, representations and certifications, and a National Security Risk Assessment for information technology equipment. While the government intends to negotiate solely with Arrowhead Scientific, it allowed for the submission of capability statements from other vendors until September 8, 2016. The final determination to proceed with a sole source award remains at the discretion of the government based on the unique technical capabilities and software manufacturing status of the identified vendor.
