Metropolitan Transit Authority Capital Construction (MTACC) East Side Access & Second Avenue Subway (SAS) Project Management Oversight Services

The Department of Transportation's Federal Transit Administration (FTA) plans to award a sole-source, follow-on task order to Urban Engineers, the current Project Management Oversight Services Contractor for the Metropolitan Transit Authority (MTA) projects. This task order is a continuation of previous work supporting major infrastructural initiatives such as the East Side Access and Second Avenue Subway projects. The follow-on award is justified on the grounds of economy and efficiency, as it is a seamless extension of an existing contract that allows for consistency and continuity of oversight services. The primary objective of the new task order is to advance the development of a singular technical Request for Proposal (RFP) package specific to the MTA project. The award will be made under the NAICS code 541611 and managed by the Office of Acquisition Management within the Department of Transportation, with the place of performance in Philadelphia, Pennsylvania. The justification for bypassing the usual competitive bidding, as per FAR Part 6.302, has been formally documented and approved. The contract specialist overseeing this award is Tonya A. Better, who can be contacted for further details. This contract represents a critical step in maintaining project oversight continuity for these significant transit infrastructure developments.

RECOVERY - PROJECT MANAGEMENT OVERSIGHT (PMO) SERVICES

The contract pertains to a follow-on task order under an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract for Project Management Oversight (PMO) services with the Federal Transit Administration (FTA). This opportunity is exclusively available to current PMO contractors holding the IDIQ contract, which was originally awarded through a full and open competition. The task order will be awarded on a Cost-Plus-Fixed-Fee basis, ensuring compliance with the specific acquisition requirements mandated by the American Recovery and Reinvestment Act, including adherence to the Federal Acquisition Regulation (FAR). The existing contract vehicle is considered to be in the best interest of the government and aligns with the goals of the Recovery Act. The contract involves the Department of Transportation's Office of Acquisition Management, located in Washington, DC, and is classified under NAICS code 541611. The scope focuses on oversight efforts related to projects funded by the Recovery Act, emphasizing compliance and effective management. The designated point of contact for this contract is Tonya A. Better, a Contract Specialist reachable by email and phone. This contract builds upon the established relationship with current PMO contractors, supporting continued project management oversight within the framework of federal transit projects financed through stimulus funds.
