RECOVERY - R- TASK ORDER NOTICE. 2010 Census Road Tour

The U.S. Census Bureau plans to issue a task order under an existing competitively awarded Indefinite Delivery Indefinite Quantity (IDIQ) contract with True North Communications, D/B/A DraftFCB, Inc., to support the 2010 Census Communications Campaign. Funded by the American Recovery and Reinvestment Act, this task order involves designing, operating, managing, and deploying a nationwide road tour to promote participation in the 2010 Census. The road tour will consist of fourteen domestically made vehicles spanning the twelve Census Bureau regions and national level, focusing on messaging that emphasizes the ease and confidentiality of the census process, addresses common concerns such as non-inquiry about immigration status, educates the public about the use of census data, and targets hard-to-count populations through enhanced media outreach. The contractor is responsible for comprehensive project management including planning, logistical coordination, infrastructure provision, creative design, staffing, sponsorship engagement, and integration with Census Bureau programs. This effort must comply with federal and state regulations as well as specific acquisition requirements tied to Recovery Act funds, ensuring transparency and competitive contracting practices. The choice to utilize the incumbent contractor is justified based on their proven capabilities, alignment with existing campaign themes, and the need for immediate commencement of work. The task order will include multiple contract line items encompassing fixed-price elements and labor, facilitating smooth execution of this critical outreach initiative.
