What does W313 Army Visual Information Center do?

The W313 Army Visual Information Center, under the Department of the Army, is dedicated to producing and managing high-impact visual information products to support Army communication, training, and public engagement missions. Its core focus centers on the creation of motion pictures, video productions, and interactive media for institutional audiences, including training materials for military schools, historical documentation for the National Museum of the U.S. Army, and theatrical presentations for Army theaters. Strategic priorities include modernizing visual storytelling capabilities, ensuring doctrinal accuracy in audiovisual content, and enhancing accessibility of Army narratives across platforms. The agency also supports infrastructure needs for visual media delivery, as evidenced by procurement of specialized rigging systems for auditoriums and performance venues. Procurement activity is dominated by motion picture and video production services, with a strong reliance on combined and indefinite-delivery, indefinite-quantity (IDIQ) contracts to ensure scalable, responsive support for dynamic operational and ceremonial requirements. These vehicles enable the agency to maintain a flexible pool of qualified vendors capable of delivering mission-critical content on tight timelines and across diverse geographic locations. The agency consistently targets small business set-asides, particularly through SBA programs, to foster innovation and capacity within the defense media production sector. It demonstrates a clear preference for vendors with expertise in military-grade video production, archival digitization, and interactive media development. A single HZC set-aside indicates targeted support for historically underutilized business zones in select infrastructure projects. Organized under the Department of the Army and operating without a fixed physical location, the W313 Army Visual Information Center functions as a centralized hub for visual information strategy across Army commands. It utilizes a mix of IDIQs, combined solicitations, and presolicitation notices to manage its portfolio, relying on performance-based contracting to ensure quality and mission alignment in all deliverables.
