Next-Generation Human Systems Integration Framework and Toolset Prototype

Solicitation # bf1e6a1f-27f8-4540-afec-9134c5890c5e

The Department of Defense is seeking industry, academic, and commercial partners to develop a Next-Generation Human Systems Integration Framework and Toolset Prototype. This initiative aims to replace outdated, document-centric HSI practices with an agile, telemetry-driven approach integrated into digital engineering and DevSecOps workflows. The goal is to move away from retrospective compliance reviews toward continuous, quantitative, and predictive assessments of human-agent teaming to improve decision velocity and operator survivability across multi-domain weapons and autonomous systems. The project addresses critical gaps in current defense acquisition, specifically the lack of digital modeling for human cognitive dynamics and the risks associated with human-AI teaming, such as cognitive overload and automation complacency. The resulting modular prototype must embed real-time HSI evaluation into the digital engineering lifecycle, utilizing verification, validation, and analysis processes to achieve operational test certification. This framework will treat the human operator as a critical system component to reduce fielding timelines and minimize the need for excessive operator training.

The Office of the Under Secretary of War for Research and Engineering, in coordination with the Defense Innovation Unit and Mission Engineering and Integration Activity, is establishing a Rapid Facility Clearance Mentorship and Prototyping Cohort. This pilot program addresses the procedural barrier where non-traditional, small-business, and commercial providers cannot access classified work without a Facility Clearance, yet cannot obtain one without a classified contract. Through subcontract relationships with Maximus Federal Services under the ONIX OTA framework, selected participants receive security mentorship and sponsorship for Facility Clearances adjudicated by the Defense Counterintelligence and Security Agency. The primary objective is to allow the government to assess emerging technologies and conduct collaborative dialogue in classified settings to reduce transition risk and accelerate Joint Force capabilities. Participation in the cohort provides a security pathway and potential access to classified technical exchanges but does not guarantee funded technical work, the acquisition of products, or preferential status. Vendors are not paid for participating in the cohort or the sponsorship process and are responsible for all administrative and compliance costs associated with maintaining industrial security programs.
