The Massachusetts Department of Environmental Protection (MassDEP) is soliciting interest from Public Water Supplies and municipalities with Water Management Act (WMA) permits or registrations to receive a free American Water Works Association (AWWA) M36 water audit. The program is designed to help entities identify water loss objectives, particularly those failing to meet the Unaccounted-for Water (UAW) performance standard of 10 percent or less. Depending on previous audit history and data validity scores, eligible participants can receive either a Top-Down Audit or a Bottom-up Component Analysis. MassDEP will hire a private consulting firm through a separate public procurement process to conduct these audits. Selection is based on criteria including high UAW rates, WMA allocation status, recent improvement efforts, and permit status, with priority given to WMA permit holders and projects benefiting disadvantaged communities. Participation is limited to entities in compliance with the MBTA Communities Act Law. Selected applicants must provide a written commitment to have detailed system information for 2025 or 2026 available by January 15, 2027, and submit that data by February 2, 2027.
