AI Contract Overview
The contract issued by the NYC Department of Correction seeks qualified vendors to develop and implement a comprehensive jail-based reentry program aimed at facilitating successful community reintegration for incarcerated individuals. The program emphasizes personalized transition planning, including assistance with housing, employment, identification, public benefits, and community resource linkage. It also focuses on delivering reentry services such as job readiness, interview skills, financial literacy, and attitude adjustments, with special attention to populations like emerging adults, women, veterans, individuals with mental health needs, and LGBTQ+ persons. A key component involves ensuring smooth transitions from jail to community, including transportation and transitional housing support, even when release dates are uncertain, and providing discharge planning that connects detainees to services on the day of release. Additional services support individuals sentenced to state prison and those housed in specialized reentry-focused housing, with tailored approaches for LGBTQ+ individuals, ideally in partnership with organizations experienced in serving this community. The program aims to foster collaboration with external reentry partners to establish a continuum of care extending beyond incarceration. The contract, with a value between five and fifteen million dollars, requires responses by February 18, 2025, and includes a pre-proposal conference scheduled for January 21, 2025, via Microsoft Teams. The initiative underscores a holistic, individualized approach to reentry, emphasizing coordination, targeted support, and community integration to improve outcomes for formerly incarcerated populations.
