This is a combined synopsis/solicitation for commercial items or service prepared in accordance with FAR Part 12 (DPCAP CD 2026-O0028) using the publicizing requirements of FAR Part 5 (DPCAP CD 2026-O0003 Rev. 1). This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Synopsis/Solicitation N0017827QC600 is issued as a Request for Quotation (RFQ). The provisions and clauses incorporated in this solicitation are those in effect through the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement as of the date of issuance and are included in the attached SF 1449.  This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

For commercial acquisitions using simplified procedures under FAR Part 12 (DPCAP CD 2026-O0028), Buy American applies unless the value exceeds the applicable Trade Agreements threshold, in which case Trade Agreements apply – except where an exception applies. See the applicable clauses provided in the SF1449.

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to procure products/services manufactured by Green Hills Software LLC.  See the attached Requirements List as applicable.

Green Hills Software LLC is located in Santa Barbara, CA.

This procurement will avoid schedule delays and financial impacts to the Government up and twenty-four (24) months in delays to programs. This process would include defining the requirements, designing, and developing the software, coding and implementation, and testing to ensure all operational capabilities exist without compatibility issues or introducing risk into the process. This additional time and cost could not be recovered through full and open competition. Any vendor other than Green Hills Software LLC will be considered a supply chain threat.  Green Hills Software LLC is the original software manufacturer of this proprietary software with no authorized resellers available, therefore, proprietary data limits competition.

All costs associated with this requirement must be included in the quoted price as separate line items (taxes excluded). This includes costs such as shipping and freight to Dahlgren, VA 22448-5114 or any tariff or duty charges. No additional costs may be added after award. Where applicable, DFARS 252.225-7013 (DPCAP CD 2026-O0041 Rev. 1), Duty-Free Entry, will be incorporated. The Government will utilize Simplified Acquisition Procedures, and the order will be issued on a firm fixed-price basis.

All responsible offerors shall submit a quotation in response to this solicitation. By submission of a quotation, the offeror represents compliance with the applicable representations and certifications, which are incorporated by reference and completed in the System for Award Management (SAM), as applicable. Submission of a quotation shall constitute the offeror’s unconditional agreement to the terms and conditions of this solicitation.

Quotes will only be accepted from the Original Equipment Manufacturer (OEM), or authorized re-sellers who have provided a Letter of Authorization.  If the offeror is not the OEM, the offeror shall provide documentation from the OEM confirming that they are an authorized reseller or distributor of the item(s) quoted. For sole source requirements, this publication is not intended to suggest that quotes from sources other than the OEM will be accepted. Quotations submitted without the required OEM authorization documentation will not be considered for award.

Quotations that take exception to the terms and conditions of this solicitation will be deemed non-compliant and rejected.  Offerors are encouraged to submit published pricing, historical pricing data, or other information to support the Government’s price analysis and determination of fair and reasonable pricing.

In order to be eligible for award, firms must be registered in the System for Award Management (SAM).  Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov.

Quote is due by 27 October 2026, no later than 12:00 p.m. EST/EDT with an anticipated award date by 27 November 2026.  Questions and responses regarding this synopsis/solicitation may be submitted by e-mail to Jessica.b.gallagher2.civ@us.navy.mil prior to the RFQ closing.  Email should reference Synopsis/Solicitation Number N0017827QC600 in the subject line.
