1 Hamilton Drive Affordable Housing Development

The City of Mill Valley has authorized the development of the Bayfront Terrace apartment complex at 1 Hamilton Drive, located on a 1.60-acre northern portion of city-owned parcel APN 030-250-01. Under solicitation PL23-5167, EAH Inc. is permitted to construct, manage, lease, and operate a 45-unit complex providing deed-restricted affordable rental units for very-low and low-income households. The project scope includes rezoning the property from Open-Area to Multi-family Residential and reconfiguring the Public Safety Building's parking lot to relocate public parking, electric charging stations, and public restroom amenities. The project is statutorily exempt from the California Environmental Quality Act pursuant to Public Resources Code Sections 21080.40 and 21080.66, as confirmed by the Mill Valley City Council in Resolution No. 26-02. Compliance requirements include a recorded California Tax Credit Allocation Committee regulatory agreement and adherence to the City's General Plan land use designation for Multi-Family Residential-2. A Phase I Environmental Assessment has been completed with no recognized environmental conditions found.
