10 Tons Replacement

The New Orleans Regional Transit Authority has issued Invitation for Bid IFB 2026-032 for the replacement of a 10-ton ClimateMaster water-source/geothermal heat pump. The scope of work requires a qualified vendor to provide all necessary labor, materials, tools, and facilities to install a commercial-grade, vertical 120,000 BTU/hr unit. In addition to the installation, the selected contractor must provide onsite maintenance and maintenance training for the system. The project includes a one-year warranty on installation and workmanship, with the equipment covered under manufacturer warranties. All goods must be delivered to a selected project site in New Orleans within 30 calendar days of receiving the executed contract and purchase order. Bids must be submitted electronically via the Procureware website no later than 2:00 PM on October 15, 2026, followed by a public bid opening at the same time. The contract will be awarded to the lowest responsible and responsive bidder, and any conditional bids or those taking exception to specifications will be rejected. To be considered responsive, bidders must submit several required certifications, including Buy America, Non-Collusion, and various debarment certificates. The procurement is subject to federal regulations, including FTA Circular 4220.1F, the Davis-Bacon Act, and compliance with the Americans with Disabilities Act. While no Disadvantaged Business Enterprise goal has been established due to a lack of subcontracting opportunities, the RTA maintains strict oversight regarding labor standards, civil rights, and quality inspections.
