PROJECT: Ten-year Photovoltaic (PV) Solar Power Purchase Agreement for Defense Depot San Joaquin, Tracy, CA. DESCRIPTION: DESC is requesting competitive proposals for a ten-year Photovoltaic (PV) Solar Power Purchase Agreement (PPA) for the Department of Defense (DoD) at Defense Distribution Depot San Joaquin (DDJC), Tracy, CA. Total contract quantity is 12,200,000 kWh. The contractor will furnish all labor, materials, tools, equipment and incidentals required to supply and deliver electricity to the customer via contractor-owned and operated PV solar ground-mounted arrays. This is a combined synopsis/solicitation, as supplemented with additional information; proposals are being requested and a written solicitation will not be issued. This announcement and the document, which can be accessed at the URL identified below, constitute the only solicitation. The solicitation is issued as a Request for Proposal (RFP) and has incorporated provisions and clauses as in effect through Federal Acquisition Circular (FAC) 2005-26. Additional requirements may be added by Amendment. All responsible sources may submit a proposal, which shall be considered. An on-site Preproposal Conference is scheduled for 10 July 2009.
