Request for Proposals (RFP) for Asset Management ServicesThe San Mateo County Department of Housing (DOH) is seeking proposals for asset management services to support its extensive portfolio of affordable multifamily housing projects across the county. This portfolio includes approximately 100 developments that fall into two primary categories: County-Funded Properties and County-Owned Properties. County-Funded Properties are housing projects that have received funding through various federal, state, and local programs such as loans, grants, and tax credits, with DOH holding regulatory agreements and financial instruments to ensure ongoing affordability and compliance. County-Owned Properties consist of a smaller subset directly owned by the County, requiring active oversight of property operations, site conditions, financial reporting, and compliance with ground leases. The Request for Proposals (RFP) issued by the Department of Housing aims to secure qualified asset management services to monitor the financial health, regulatory compliance, and operational performance of these properties. With a response deadline set for late June 2026, the contract targets organizations capable of managing the complexities of affordable housing asset oversight in one of the nation's most expensive housing markets. Key contacts for this solicitation include Christina Kim, a Housing and Community Development Specialist III, and Douglas Frederick, a Housing Program Manager, both based in Redwood City, California. The engagement reflects DOH’s ongoing efforts to preserve and expand affordable housing through effective portfolio management and regulatory enforcement.
