115 Hawthorne Drive – Murderer’s Creek Bank Stabilization Project (Notification of Lake or Streambed Alteration, No. EPIMS-CCA-55135-R3)

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS-CCA-55135-R3 with Richard Davies for the Murderer's Creek Bank Stabilization Project located at 115 Hawthorne Drive in Pleasant Hill, Contra Costa County. Pursuant to Section 1602 of the Fish and Game Code, the project is authorized to replace three deteriorating wooden retaining walls and install a new stormwater outlet. The scope of work includes limited vegetation removal and grading, the installation of new wooden walls with waterproof membranes and gravel back drains, the use of cofferdam water diversions, and the placement of boulder revetments. Following construction, the affected areas will be revegetated. Project activities are constrained to ensure minimal environmental impact, with materials moved primarily by hand, wheelbarrows, or a small skidsteer, and a bucket excavator with an articulated thumb used specifically for boulder placement. No trees will be removed during the process. The project is classified as a forecast under NAICS code 237990 and has been granted statutory and categorical exemptions under California Code of Regulations title 14, sections 15302 and 15303, as it replaces existing structures with the same purpose and capacity. Environmental oversight is managed by the Fish and Wildlife Region 3 Bay Delta office in Fairfield.
