12--DESIGN AGENT SUUPORT, COOPERATIVE ENGAGEMENT CAPABILITY (CEC)!!

The Naval Sea Systems Command is seeking design agent support for the Cooperative Engagement Capability (CEC) Block 1, specifically for Baselines 2.0 and 2.1. Raytheon Company, Command Control and Communications Division, located in St. Petersburg, Florida, is designated as the sole designer and manufacturer of this equipment and its associated software. Although this synopsis is issued solely for informational purposes and solicitation documents are not available, it indicates that Raytheon will continue to receive sole source contracts for design agent support as needed until another offeror demonstrates the capability to assume support responsibilities. Looking ahead, the Navy plans to conduct a full and open best value competition in fiscal year 2003 to select a developer for the next CEC baseline, Block 2, which will cover development, production, and fielding. Until this competition is concluded and a winner is identified with proven readiness, Raytheon remains the primary source for ongoing support of the existing Block 1 systems under this contract. This arrangement ensures continuity in maintaining and advancing the CEC systems while preparing for future competitive opportunities.
