The SPAWAR Systems Center in San Diego plans to negotiate a sole-source contract modification with Brandywine Communications, located in Santa Ana, CA, to extend the existing contract N66001-97-D-0004. This contract originally covers the acquisition of different configurations of the Navy's time frequency distribution system. The modification will prolong the contract's period of performance without any increase in its value through May 30, 2003. This extension is intended to provide adequate time to award the subsequent follow-on contract. The contract modification will be issued under the authority of FAR 6.302-1 as a sole-source action, indicating that no solicitation or request for proposal will be made at this time. The justification for this sole-source extension is to avoid the duplication of cost and time that would arise from transitioning the technical capabilities to a new contractor, which would not be economically beneficial given the unique expertise already established with Brandywine Communications. A follow-on solicitation will be issued at a later date once the requirements have been fully defined. All inquiries related to this modification can be directed to Nancy C. Samuelson via the provided Navy contact information. The contract extension supports continuity and efficiency in maintaining the Navy’s time frequency distribution capabilities during the interim period before a competitive procurement process takes place.

Full Description

SPAWAR Systems Center, San Diego intends to negotiate a sole-source contract modification with Brandywine Communications, Santa Ana, CA for an extension to contract N66001-97-D-0004. The current contract is for the acquisition of various configurations of the Navy's time frequency distribution system. The prospective contract modification will extend the period of performance at no increase in contract value through 30 May 03 to allow sufficient time to award a follow-on contract. This action will be issued as a sole source modification under the authority of FAR 6.302-1. This is not a request for proposal and no solicitation is available. Questions concerning this sole source modification may be directed to Nancy C. Samuelson at contact@example.gov. The use of any other source for this modification would result in the duplication of cost and time to develop the technical capability within another contractor's workforce resulting in a substantial duplication of cost that is not expected to be recovered through competition. The solicitation for the follow-on effort to the work presently performed under contract N66001-97-D-0004 will be available at a later date after the requirements have been defined. See numbered note 22.
