Solicitation 120-290-013-01 is a renovation project for the Decatur Correctional Center in Macon County, managed by the Illinois Department of Corrections and the Capital Development Board. With an appropriated budget and estimated total project cost of 22,999,500 dollars, the scope of work includes the full removal and replacement of modified bitumen roofing, insulation, and coping across the 22-building facility. Additionally, the project requires the installation of a secondary perimeter fence per IDOC requirements, including sallyport modifications, and the replacement of the electrical backup power generator and associated transfer switches. The electrical scope also involves the assessment and potential repair or replacement of the main electrical service and distribution equipment. The perimeter fencing is a high-priority deliverable with a target substantial completion date within 18 months of the architecture and engineering contract execution. The selected firm must ensure the design complies with the Illinois Stretch Energy Code where applicable and is responsible for identifying and applying for all available utility incentives, energy grants, and rebates. To maintain budget compliance, the firm is encouraged to use independent cost estimators, as they may be held responsible for redesigns if bids exceed funding. The project mandates a combined MBE/WBE goal of 20 percent and a combined PBE/VBE goal of 3 percent. Professional liability insurance of 4,750,000 dollars is required. Interviews are tentatively scheduled for January 6, 2027, with final selections presented on February 9, 2027.
