AI Contract Overview
The Army intends to acquire three Tactical SIGINT Payload (TSP) systems, which are pod-mounted tactical signals intelligence devices designed to detect, identify, geo-locate, and analyze electronic emitters, including high-value targets. These systems will be integrated and tested on a surrogate platform (the RC-12D aircraft) at Lakehurst, NJ, to support Flight Demonstration, Flight Verification Test, and subsequent Government Operational Assessment. Additionally, the TSP will be integrated with the Gray Eagle MQ-1C Unmanned Aerial System. The contractor is responsible for the full lifecycle development including design, fabrication, testing, and delivery of the three Engineering and Manufacturing Development (EMD) systems, along with ground workstations which will serve as surrogate Distributed Common Ground System-Army (DCGS-A) units for controlling the payload and displaying collected data. The outcomes from testing and operational assessments will feed into a Low Rate Initial Production (LRIP) Milestone C decision. The anticipated contract duration is eighteen months from award. The solicitation, released by the Army Contracting Command at Aberdeen Proving Ground on behalf of the Program Manager for Aerial Common Sensors, is currently in draft form and is being circulated for industry feedback only. Comments are sought regarding the ability to meet small business goals, reliability requirements, adequacy of test articles, government-furnished property needs, and recommendations for cost sharing or contract incentives. The draft documents include the Performance Work Statement, technical addenda (including classified portions), contractual clauses, and data requirements. Access to classified and restricted technical data is controlled and requires appropriate security clearances and certifications. Feedback is requested by specified deadlines in February 2011 via the Interactive Business Opportunities Page (IBOP), and no bids or proposals are being solicited at this time, nor is there any commitment by the government to procure the systems based on this draft. The Government plans to use industry input to refine the acquisition strategy for the TSP program.
