The Naval Air Systems Command, Patuxent River, MD negotiated and awarded a sole source, Firm Fixed Price, Delivery Order under Basic Ordering Agreement N00421-09-G-0003 with Honeywell International, Inc. of Clearwater, Florida to provide technical support and testing of the H-764G, Accurate Navigation System (ANAV) Embedded Global Positioning System Inertial Navigation System (EGI) in the F/A-18E/F and EA-18G aircraft. This procurement involves testing of the Receiver Autonomous Integrity Monitoring (RAIM) Fault Detection Exclusion (FDE) functions of the ANAV in order to support certification for Required Navigation Performance (RNP) and Area Navigation (RNAV) capabilities. As the designer, developer, and OEM for the ANAV, Honeywell International, Inc. is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
