Supplement for Egg Products

Solicitation # 12-3J14-Notice-26-024

The USDA Agricultural Marketing Service (AMS) has issued a special notice and supplement for the procurement of egg products, including whole eggs, hard-boiled eggs, all-purpose egg mix, and frozen scrambled egg patties. This procurement is governed by the Federal Purchase Program Specification (FPPS) and the AMS Master Invitation for Bids Domestic Programs (MIFB-D). A critical update to this program is the mandatory transition to AMS Quality Assessment Division (QAD) audit-based acceptance services (Option B) effective January 2027, replacing previous grading-based monitoring. All costs associated with AMS representative services, including audits and supervision, are the responsibility of the contractor. To become eligible for bidding, contractors must submit a technical proposal in a non-PDF format, such as Microsoft Word, following the specific templates provided in Exhibits A through D. This proposal must document a comprehensive quality control program covering processing, packaging, and labeling. Additionally, contractors must provide a five-pound product sample—except for bulk liquid whole eggs—which must include detailed labeling of ingredients, nutrition facts, and allergen declarations. Eligibility is determined through a technical review by the Standards and Specification Division (SSD), approval of product samples, and a pre-bid onsite capability assessment audit by the QAD, which evaluates food defense plans, production compliance, and quality records.
