15kV Power Cable Replacement Stock

Fermilab is soliciting bids for the procurement of 15kV medium-voltage power cable replacement stock under RFP 381019swk, with proposals due by 5:00 p.m. Central Time on June 8, 2026. The cable must comply with the 750 MCM EPR Cable Specification dated June 2020 and associated reel schedule, featuring triplexed aluminum conductors, copper concentric neutrals, and ethylene propylene rubber insulation rated for 90°C continuous operation, 130°C emergency use, and 250°C short-circuit conditions. All cables must be delivered in continuous, unspliced lengths on returnable steel reels with a maximum width of 69 inches, sealed with heat-shrinkable watertight end caps, and marked with permanent identification including manufacturer details, length, Fermilab purchase order number, and shipment date. Each reel requires certified water penetration and migration test reports to verify longitudinal moisture resistance, and insulation and jacket materials must withstand environmental stressors such as moisture, heat, ozone, and discharge. The cable must meet ICEA S-68-516, AEIC CS6, and ASTM standards, with partial discharge not exceeding 5 pC and insulation thickness at least 175 mils. Delivery is f.o.b. Fermilab’s receiving warehouse in Batavia, Illinois, with all freight costs included in the quotation. Proposals exceeding $10,000 must include the completed Subcontractor Annual Representations & Certifications (SARC Rev. 6) and PUR-466 certification forms, along with a valid Unique Entity Identifier (UEI) from SAM.gov and active registration. Offerors must comply with Buy American Act requirements, including a 55% domestic content threshold and a 5% foreign content limit on iron and steel, with price comparisons submitted for non-domestic materials. Other mandatory certifications include compliance with trafficking in persons provisions, disclosure of executive compensation for entities with over $25 million in federal revenue, and a certification of independent price determination for firm-fixed-price contracts. Technical submittals must include detailed quality assurance plans, test procedures, shop drawings, and descriptions of any deviations from specifications. The contract includes rights in data clauses permitting limited rights to technical data and restricted software, with provisions allowing government inspection of data at the supplier’s facility.
