The Naval Air Systems Command is preparing to engage Northrop Grumman Systems Corporation (NGC) for a specialized engineering investigation focused on transitioning and integrating the Improved Capability (ICAP) III upgrade along with other electronic attack requirements from the EA-6B aircraft to a different tactical and carrier-capable platform currently in production. This sole-source procurement is based on the unique qualifications and technical expertise NGC possesses due to their comprehensive knowledge and experience with the design, specifications, and fabrication of the ICAP III upgrade. The government intends to negotiate exclusively with NGC under the authority provided by Title 10 U.S.C. 2304(c)(1), considering them the only responsible source capable of fulfilling the technical demands of this requirement. The investigation contract, referenced under the solicitation number N00019-02-P7-LJ091 and posted in August 2002, is a presolicitation notice intended primarily for informational purposes. It outlines that the work will be performed in support of the Department of Defense’s efforts related to electronic warfare enhancements and includes opportunities for subcontracting inquiries directed to Northrop Grumman’s facility in Bethpage, New York. The Naval Air Systems Command office, located in Patuxent River, Maryland, is overseeing this contract action as part of broader initiatives to ensure continued tactical capability improvements in carrier-based electronic attack platforms.
