The Naval Air Systems Command intends to award a sole-source, firm-fixed-price contract to McDonnell Douglas Corporation, a Boeing subsidiary, for the full-rate production and support of the Advanced Multi Purpose Display (AMPD) system for the F/A-18E/F Lot 28 aircraft. This one-year contract, solicited under NAVAIR number N00019-03-R-0095, will cover up to 177 AMPD units including spares. The AMPD system will be forward installed into the aircraft and must meet specified performance and interface requirements. The contract scope includes production as well as extensive support such as engineering investigations, change proposals, integration and testing, spare and repair parts, technical support, and integrated logistics, with deliveries planned across multiple U.S. locations beginning within 14 months after contract award. This sole-source acquisition is justified under statutory and regulatory authority citing Boeing’s unique position as the F/A-18E/F and AMPD developer and integrator, holding exclusive expertise, technical data, and experience necessary for successful production and integration to meet fleet requirements. The Lot 28 AMPD introduces a new display glass, necessitating additional testing and requalification efforts, presenting schedule risks that Boeing must mitigate to ensure smooth aircraft integration. While not a request for competitive proposals, the Navy invites interested parties to demonstrate interest and capability. Additional technical documents and inquiries can be directed to the assigned contract specialist.

O. Box 516, St. Louis, MO 63166 for the full rate production and support of the Advanced Multi Purpose Display (AMPD) system for the F/A-18E/F Lot 28 aircraft. This procurement will be solicited under NAVAIR solicitation number N00019-03-R-0095. The AMPD will be forward fit into the F/A-18E/F aircraft and shall comply with the approved Advanced Mission Computer and Displays (AMC&D) Performance Specification and AMPD Interface Control Document. The contract will provide for the procurement of up to an estimated maximum quantity of 177 each AMPDs, including spares. The production support element of this procurement will include, but is not limited to, engineering investigations, engineering change proposals, integration and testing, spare and repair parts, engineering technical support, and integrated logistics support. Deliveries will be made to various locations throughout the continental United States. Delivery will be required to begin within 14 months from the date of contract award or option exercise. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Due to the incorporation of a new display glass in the AMPD for Lot 28, additional test and requalification efforts must be performed. This requalification effort introduces a level of schedule risk for this first lot of Full Rate Production of the AMPDs that must be mitigated by the aircraft manufacturer in order to ensure seamless aircraft integration. Boeing is the developer and manufacturer of the F/A-18E/F as well as the developer and integrator of the AMPD, and as such is the only firm with the requisite knowledge, experience, and technical data to successfully meet the requirements of the F/A-18E/F production aircraft as well as fleet spare delivery requirements. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information that shall be considered by the Naval Air Systems Command. Requests for copies of the AMC&D Performance Specification and/or Full Rate Production Statement of Work for AMPD as well as all other inquiries may be directed to Dee Peters, Contract Specialist, phone +1 (555) 000-0000, fax +1 (555) 000-0000 or sent via email to: contact@example.gov.
