FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center Crane has a requirement for a non-commercial, competitive procurement for various build-to-print machine shop requirements in support of the ALE-47 countermeasures dispensing set. The Government anticipates awarding multiple 5-year IDIQ type contracts with an option for 5 additional years to multiple vendors in accordance with FAR 16.5. The contract will have a minimum contract amount of $5,000. The maximum amount to be awarded across all contracts will be $10,000,000 over the 10-year contract period. Two delivery orders will be solicited in the initial solicitation and utilized to determine who will receive award of the basic contracts. The two delivery orders will include a contract line item for first articles and a contract line item for production units. The award decision will be based on technical go/no go, past performance, and price. Technical go/no go will be evaluated on the Contractors ability to propose on both delivery orders and technical information that is required by the solicitation; past performance will be evaluated on the Contractors ability to demonstrate past experience on similar requirements. Delivery requirements will be in accordance with the delivery terms outlined in each individual delivery order. Delivery will be FOB Destination, NSWC-Crane, Crane, IN 47522-5000. Inspection and acceptance will be at destination. Note: This is a 100% Small Business Set Aside. THIS SOLICITATION WAS ORIGINALLY SYNOPSIZED AS N00164-09-R-WR19 ON SEPTEMBER 14, 2009. Explicit access of drawings for the delivery orders included in the solicitation will be available at FedBizOpps. Note: Access to drawings requires contractors to be active in the Central Contractor Registration (CCR) and the Joint Certificate Program (JCP). All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. "No hard copies of the solicitation will be mailed". The POC is Mr. Dennis G. Smith, Code 0563WP, at telephone +1 (555) 000-0000, or email: contact@example.gov.

ENVIRONMENTAL QUALIFICATION TESTING (EQT)
Solicitation # N0016427SNC12
The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
