The Naval Air Warfare Center Weapons Division intends to negotiate and award a firm fixed price contract, using other than full and open competition. Negotiations will be conducted with EDO Corporation, 1500 New Horizons Blvd, Amityville, NY 11701-1130, in order to procure 3 Miproc 16-F Processor Monitor Boards, for use in the Universal Exciter Upgrade (UEU)which is the major interface between the aircraft and the EA-18G pod. As the designer and developer of the EA-6B UEU, EDO Corporation is the only firm that possesses the unique technical data and engineering expertise to manufacture the boards so that they are form, fit, compatible and functionally equivalent to the existing Miproc-16F Processor Monitor Board. The government anticipates a September 2009 award with deliveries in May 2010. This notice is not a request for competitive proposals; however, any interested firm, other than EDO Corporation, should respond in accordance with Numbered Notes 22 and 26.
