AI Contract Overview

FISC Norfolk Detachment Philadelphia plans to extend an existing contract to acquire Repair In Lieu Of Procurement (RILOP) services specifically for High Pressure Turbine Vanes (HPTV) used in the TF-41 engine. These services encompass inspection, repair, preservation, and packaging of approximately 300 HPTV units. The procurement will be conducted on a sole source basis, with Rolls Royce Limitee, located in Lachine, Quebec, Canada, as the exclusive provider. This sole source acquisition is justified under the authority of FAR 6.302, indicating that the Government intends to negotiate exclusively with Rolls Royce Limitee without soliciting other offers. The contract, identified by solicitation number N00140-02-Q-4430, was initially posted as a presolicitation notice in September 2002. This extension reflects the continuing need for specialized repair services that only the sole source contractor can provide, ensuring the operational readiness of the TF-41 engine components. The focus of this contract is on the maintenance and life extension of critical turbine vanes through expert repair and preservation measures rather than new procurement, thus optimizing resources and supporting fleet readiness.
