The Naval Air Systems Command (NAVAIR) is seeking information from industry regarding lightweight, man-portable telemetry receiving systems, including antennas, to replace outdated and cumbersome 1980s-era technology. The new systems must be capable of receiving, recording, processing, and displaying telemetry data from missiles launched from naval air and surface platforms, supporting various modulation formats such as PAM, PCM, SOQPSK, and multi-h Continuous Phase Modulation. These systems need to handle high data rates of 15 Mbps or higher and various signal types including analog, digital, video, and Doppler data, transmitted by low-power omni-directional antennas. They must be operable on land and aboard sea surface vessels, robust enough to survive extended naval shipboard use, and capable of being transported via air, land, or sea. The design should allow single-person assembly and operation, with modular units each weighing less than 40 pounds, and interface only with standard 115 VAC power and RF signals, adhering to NATO power standards. Innovative approaches for telemetry data collection beyond the receiving system’s horizon are also encouraged. Responses should include detailed product capabilities, test data, costs, and rough order of magnitude pricing, with clear indication whether the products are commercial, non-developmental, or easily modifiable to meet Navy requirements. Proprietary information must be clearly marked, and submissions must be sent to the designated NAVAIR contact by the specified deadline. This request is strictly an information-gathering effort and does not constitute a commitment or solicitation for contract award.

The Naval Air Systems Command (NAVAIR) in Patuxent River, MD, is seeking information from potential sources regarding industry technologies applicable to providing - light weight - Man Portable Telemetry Receiving Systems including receiving antennas. Current systems, designed utilizing 1980's technologies, are cumbersome and becoming unreliable. Proposed systems will be used for receiving, recording, processing, and displaying telemetry functions transmitted from missiles launched from Naval air and surface platforms. Telemetry formats are as defined in IRIG 106 include PAM, PCM, SOQPSK, multi-h Continuous Phase Modulation (CPM), as well as other emerging modulation schemes. Transmitted signals may be at data rates of 15 Mbits or higher containing analog, digital, video, and Doppler information. Radiated power will be from a 5 to 10 watt transmitter operating into an omni-directional antenna (nominal gain of -9 db). The systems may be utilized on land or in sea surface vehicles. System design must be capable of full operation subsequent to transportation by air, land, and sea surface vehicles. Additionally, the systems must be capable of operating and surviving long continuous periods on-board naval ships. Set-up and operation of the system shall be accomplished by one person. The system may be of modular design with each modular weighing less than 40 pounds and capable of being carried into the ship and assembled by one person. The system shall be self-contained, requiring only interface with 115-vac power and R.F. signal from proposed antennas as well as existing navy antenna systems. Supplied power characteristics are commensurate with NATO Standards for Naval Vessels. Novel and innovative methods of collecting telemetry data beyond the horizon of the receiving system is also solicited. Interested parties responding to this request should provide detailed information on the product(s) capabilities, test results, cost and rough order of magnitude (ROM) pricing data to Rose Butler, Code 2.4.2.5.5, NAVAIRSYSCOMHQ, Bldg 2272, 47123 Buse Road, Patuxent River, MD 20670-1547 or by e-mail at contact@example.gov no later than 5 December 2003 .
