The Air Force Test Center’s Installation Contracting Division is seeking qualified sources to perform Close Interval Potential (CIS) and Direct Current Voltage Gradient (DCVG) surveys on approximately 19,938 linear feet of underground 161kV oil-filled pipeline and 3,500 linear feet of underground fuel pipeline located at Arnold Air Force Base, Tennessee. This is a sources sought notice, not a formal solicitation, and serves solely as a market research tool to identify capable contractors with the necessary technical expertise. Responses must include company information, a SAM Unique Entity Identifier, and a detailed overview of technical capabilities, particularly confirmation that key personnel hold required NACE/AMPP certifications, including at least a Level 4 Corrosion Engineer and a Level 2 Cathodic Protection Technician to supervise field work. The surveys must adhere to NACE/AMPP SP0502-2010 standards for direct assessment and corrosion severity classification, incorporating historical data from the 2017 survey and accounting for prior system modifications such as the 2009 bonding of the 161kV cable to the fuel pipeline and the replacement of the original 1975 ICCP system in 2012. Deliverables include detailed assessment reports with GPS-mapped repairs, root cause analysis, remaining life predictions, maintenance recommendations, and installation of red fiberglass warning markers every 200 feet along the pipeline routes, each labeled “WARNING UG 161kV CABLE.” All work must comply with asbestos handling requirements and account for electrical interference from existing substation grounding grids. Proposals must be submitted via email to Ms. Haley Smith by 2:00 PM Central Time on April 28, 2026, and must not include pricing information as no funds are allocated for response preparation and no contract award is guaranteed. The anticipated NAICS code is 541330 for engineering services with a Product/Service Code of J059, and the place of performance is Arnold AFB, Tennessee, with Cooperstown listed as the associated location. No formal evaluation factors, contract clauses, payment details, or award basis are included since this is purely a pre-solicitation notice to gather industry input.

Request for Whitepaper - AEDC Facility Digital Twins and Predictive Analytics
Solicitation # FA910126RWP-DigitalTwins
The Department of the Air Force is seeking innovative solutions through a Request for Whitepapers to establish an Other Transaction Agreement under 10 U.S.C. 4022 for the Arnold Engineering Development Complex (AEDC). The primary objective is to modernize facility documentation by creating high-fidelity, as-built 3D digital twins and predictive analytics for critical test infrastructure. The program begins in Fiscal Year 2027 with an initial prototype phase focusing on the Von Karman Gas Dynamics Facility, covering approximately 260,000 square feet of footprint and 1,040,000 square feet of scan area, with plans to eventually scale to over 2.5 million square feet across the complex. Technical requirements specify engineering-grade models with a minimum Level of Detail (LOD) 350, though LOD 400 is highly desired for primary connection points. Deliverables must maintain a dimensional accuracy of +/- 1/4 inch, globally referenced to project survey control, and utilize Autodesk Revit for architectural/structural models and Autodesk Plant PDM for intelligent process models. All work must be performed within the continental United States, and performers must comply with strict cybersecurity standards, including NIST SP 800-171 and CMMC Level 2 self-assessment. The agreement is not a standard procurement contract and is not subject to the Federal Acquisition Regulation. Instead, it utilizes a milestone-based, firm-fixed price structure for the base phase. Evaluation of submissions will be based on technical merit, innovation, program management, and risk. Eligible participants must certify as small businesses or nontraditional defense contractors. The submission deadline for whitepapers is October 8, 2026, and a site visit is scheduled for September 30, 2026.

RWP Independent Air Supply
Solicitation # FA9101269IAS
The Arnold Engineering Development Complex at Arnold Air Force Base, Tennessee, is seeking white papers for the Independent Air Supply project under the authority of 10 U.S.C. section 4022. The objective is to establish a secondary, dedicated, and conditioned air supply for an existing test cell. The scope of work includes the demolition of existing equipment and the design, procurement, fabrication, and installation of a system featuring at least four modular compressor units, dryers, heaters, expansion turbines, and a final mixing chamber. The system must integrate with base utilities and utilize a local control network featuring Emerson RX3i PLCs, Proficy Machine Edition programming, and a Simplicity HMI interface capable of supporting simultaneous unclassified and classified operations. The government may award up to two prototype agreements, with a preference for base milestone pricing around 250,000 dollars, though this is not a strict ceiling. All final engineering drawings and analyses must be stamped by a Professional Engineer licensed in Tennessee, and air purity must comply with ISO 8573-1 Class 1P. Evaluation of submissions will involve a go/no-go compliance check followed by a qualitative review of technical capability, schedule feasibility, and cost realism. The submission deadline for white papers has been extended to September 23, 2026. Interested parties must verify their CAGE code, Joint Certification Program, and CMMC status to access export-controlled Distribution D documents.
