The Department of Homeland Security’s Directorate of Science and Technology, Office of Science and Engineering, is seeking industry input through a Request for Information (RFI) titled Resilient Precision Time Pilot to identify capabilities for deploying a GPS-independent, long-haul fiber-based precise time distribution network that is reproducible, scalable, and resilient to Positioning, Navigation, and Timing threats while remaining traceable to UTC(NIST). The initiative aims to support critical infrastructure sectors such as power grids and telecommunications by establishing a master timing node architecture with Primary and Secondary nodes capable of maintaining time accuracy within 100 nanoseconds and sustaining holdover for 30 days (Primary) or up to 5 days (Secondary), with last-mile delivery achieving at least 1 microsecond accuracy—targeting 500 nanoseconds or better—for end-user locations. Performance must align with DHS Resilient PNT Reference Architecture, NIST PNT Profiles, and Section 508 accessibility standards, ensuring all ICT deliverables are usable by individuals with disabilities. Responses are due by May 1, 2026, and must not exceed ten pages excluding the cover letter, submitted electronically in PDF or Word format, with files over 50 MB split across multiple emails. Offerors must provide their Unique Entity ID, CAGE code, and disclose small business status and socioeconomic designations, including any teaming arrangements to meet full requirements. The anticipated 24-month performance period includes phased deliverables ranging from project plans and architecture assessments to a final pilot demonstration and transition package, with monthly status reports required throughout. All deliverables must be submitted to the DHS S&T Contracting Officer’s Representative, and contractor-acquired property exceeding $5,000 requires written approval and becomes government property. No classified information is involved, but all sensitive data must be safeguarded as For Official Use Only, with prior approval needed for sharing with non-federal personnel via DHS Form 11000-6. Invoicing is managed via email to a DHS-specific address, and no public release of findings is permitted without formal approval. The funding amount and award type remain TBD, with no pricing data available as this is a market research RFI under NAICS code 541330, intended to inform future acquisition strategies rather than initiate immediate contract award.

Information Technology Support Services (ITSS)
Solicitation # 70RSAT25FC0000007
The U.S. Department of Homeland Security’s Science and Technology Directorate is preparing to extend Task Order 70RSAT25FC0000007 for Information Technology Support Services with Silosmashers, Inc. under the existing Blanket Purchase Agreement, without competition, for a 10-month period from August 1, 2026, through May 31, 2027. This extension is justified under 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1 due to the unique and specialized knowledge Silosmashers holds regarding DHS S&T’s IT infrastructure, workflows, and stakeholder expectations. The contractor provides critical services including enterprise architecture alignment with federal standards such as FEAF and TOGAF, information assurance and ISSO support for classified systems and SCIFs, and day-to-day IT operations including help desk, patch management, and asset tracking. A competitive recompete has been delayed due to FY26 funding lapses, and transitioning to a new vendor before completion of the acquisition process would introduce unacceptable risks including security vulnerabilities, noncompliance with mandates, service disruptions, and mission degradation. The incumbent’s established relationships, institutional knowledge, and continuous operational presence are essential to maintaining uninterrupted support for DHS S&T’s mission-critical systems, including SharePoint, ServiceNow, and Microsoft Power Platform. All hardware, networks, enterprise architecture, information assurance, and service delivery functions are covered under this task order, with performance based in Reston, Virginia, and administrative oversight from Washington, D.C. The requirement is classified as a Total Small Business Set-Aside under NAICS code 541512. While no solicitation document exists and this notice is solely for informational purposes, interested parties may submit their capabilities to the Contracting Officer for potential consideration. The government retains full discretion to proceed with the sole-source modification to ensure continuity of mission support, and all inquiries must be directed in writing to Danette Williams at danette.williams@hq.dhs.gov.

Instructional Design and Classroom Training DeliveryThe contract entails the development and delivery of classroom instruction and training materials focused on systems engineering for personnel and contractors of the Department of Homeland Security. The work is structured under a subcontract arrangement and falls under the NAICS code 611430, which corresponds to professional and management development training. The instruction must be tailored to meet the specific technical and operational needs of DHS stakeholders, ensuring that training content is both comprehensive and practically applicable within federal systems engineering environments. The performance location is not specified, suggesting potential flexibility in where training may be conducted, possibly across DHS facilities or virtual platforms. All deliverables must align with the mission of the Sci Technology Acquisition Division, requiring subject matter expertise in systems engineering principles and pedagogical skills to effectively translate complex technical concepts into accessible, instructor-led formats. There is no set-aside designation indicated, meaning the opportunity is open to all eligible contractors, and the posting date of June 26, 2026, suggests this is a future solicitation with anticipated activity beginning after that date. The lack of a designated point of contact or physical address implies that further details may be obtained through the provided SAM.gov link, and the subcontract nature indicates the primary contractor will be working under a larger DHS acquisition framework.
