The Naval Air Warfare Center Aircraft Division intends to issue a Request for Proposal for the development of an Intermediate Level TACAN (tactical air navigation) Test Set designed for Navy I-level test and maintenance facilities, both shipboard and land-based. This equipment, compliant with MIL-PRF-28800 Class 3 standards, will simulate various TACAN functions and modes, including surface beacons, airborne inverse mode, and airborne TACAN equipment. It will perform numerous testing capabilities such as range and bearing accuracy, receiver sensitivity, modulation, power output, reply efficiency, and data link interface functionality. The test set will also be able to duplicate control unit functions and support testing of related instruments connected via the Synchro Range and Bearing Indicator. The contract will require delivery of six prototype units initially, with an option for up to 180 production units over a five-year firm-fixed-price indefinite delivery/indefinite quantity period. Orders may be placed from fiscal years 2008 through 2010, with a maximum of 150 units in any calendar year. This solicitation is set aside exclusively for small businesses and requires contractors to be registered in the Central Contractor Registration system and provide Representations and Certifications electronically via the ORCA system. Evaluation criteria will focus on technical approach to COTS modifications, experience, past performance, and price to determine best value to the Government. The contract will be FOB to NAWC Lakehurst, New Jersey, and no electronic offers will be accepted. The primary contacts for the solicitation are James W. Maxwell and Contracting Officer Daniel E. McClure.
