The Research, Development and Engineering Command Acquisition Center () intends to negotiate solely with Northrop Grumman, Inc, Laser Systems Division (NGLS), Apopka, Florida for a maintenance contract for the repair of the MARK VII, Laser Target Loc ator (part number MFT10000-19) in support of PEO Soldier, Sensors and Lasers. The Mark VII is a Laser Target Locator which integrates an eyesafe laser range finder, a digital mangetic compass and inclinometer, and an image intensifier tube (for use at nig ht). The MARK VII by itself is capable of determining the distance, direction and elevation angle of a far target relative to the operator's position. When connected to a global positioning system (GPS) device, either a precision location GPS receiver (P LKGR) or a defense advance GPS receiver (DAGR), the MARK VII exports its data to the GPS device. The GPS device uses its self location and combines that with data from the MARK VII to calculate a ten digit grid coordinate of the target. Northrop Grumman Laser Systems (Litton Systems) is the sole manufacturer of the MARK VII and retains all proprietary technical data. They alone have the technical expertise and trained personnel to support the repair of the MARK VII. Offerors who can demonstrate they can meet the Government's reqpuriements will be considered for award. No hard copy of the solicitation will be issued. The primary deliverable is a Full-Scale Engineering Development DIFS first article, with subsequent options for production units. The government intends to award one FAR Part 12 commercial contract, with the possibility of additional Other Transaction Authority awards, with an estimated award timeline in the first quarter of 2027.
