NASA's Goddard Space Flight Center plans to issue a sole source Request for Proposal to Ball Aerospace & Technologies Corporation for the production of the second Global Precipitation Measurement (GPM) Microwave Imager (GMI) Instrument. Ball Aerospace, who originally won the contract in 2005 to develop the first GMI flight unit, will be responsible for manufacturing, testing, and delivering the second instrument, as well as supporting its integration on the spacecraft, launch, and post-launch activities. The procurement approach capitalizes on Ball Aerospace’s unique expertise from their ongoing work on the first GMI instrument, ensuring consistent performance between the two instruments on the Core and Constellation spacecraft, while also avoiding costly and time-consuming design development phases. This sole source contract is designed to provide cost savings and prevent schedule delays, critical given the complex nature of GMI instrument development, which typically requires a 48-month timeline. The second unit is needed by early 2012 to meet mission launch targets. While the government asserts that Ball Aerospace is the only responsible source due to their specialized knowledge, it is open to receiving written capability statements from other organizations by September 5, 2007, to determine if a competitive procurement is warranted. The Government retains sole discretion over whether to proceed competitively based on these submissions, and all offers will be given full consideration. An Ombudsman has been appointed to facilitate this process.

Full Description

NASA/GSFC intends to issue a sole source Request for Proposal (RFP) to Ball Aerospace & Technologies Corporation (BATC) for the fabrication of the second Global Precipitation Measurement (GPM) Microwave Imager (GMI) Instrument. BATC will manufacture, test and deliver the second GMI flight instrument, support instrument integration on the spacecraft, and provide launch and post-launch support. The GMI contract was awarded through full and open competition to BATC on March 22, 2005, to develop the GMI Instrument flight unit #1 for the Core spacecraft. In order to achieve full potential of the GPM mission it is paramount that the two instruments on Core and Constellation spacecraft be identical in performance. Since BATC is currently under contract to develop the first GMI flight unit for the Core spacecraft, they are uniquely qualified to produce the second instrument for Constellation spacecraft. The Government will incur cost savings with this sole source procurement as the nonrecurring design and development cost associated with the production of the second instrument is avoided and all lessons learned will be applied during the assembly and test. In addition to the cost savings described above, this sole source will enable NASA to avoid unacceptable schedule delays to fulfilling mission requirements. Complex instruments such as GMI, normally have a 48-month developmental schedule and since the second flight instrument is needed in early 2012, BATC has the unique knowledge and understanding of the GMI instrument to provide the instrument in time to support the launch. The Government does not intend to acquire a commercial item using FAR Part 12. Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1)-Only One Responsible Source. However, organizations that believe they can provide the instrument without any detrimental impact to the program schedules, may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. EST on September 5, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. Engineering And Traffic Surveys Supporting The Town's Speed Limits To Continue Radar Enforcement
Solicitation # 27-004
The Town of Los Gatos, through its Parks and Public Works agency, is soliciting proposals for solicitation number 27-004 to conduct engineering and traffic surveys across 65 designated roadway segments and all existing school zones. The primary objective is to renew the surveys supporting prima facie speed limits to ensure continued legal radar enforcement in compliance with the California Vehicle Code and AB 382. The selected consultant, who must be a California-licensed Professional Engineer qualified in traffic engineering, will perform speed data collection on 31 high-volume segments using radar and 34 low-volume segments using 24-hour mechanical counters. The scope also requires a review of three years of accident history, field checks of each segment, and the delivery of a final engineering report in searchable PDF format containing 85th-percentile speeds and a speed-limit recommendation matrix. The contract is for a one-year term beginning in January 2027 with no option for renewal. Proposers must submit electronic bids by November 27, 2026, and will be evaluated through a two-phase process consisting of a pass/fail responsiveness check followed by a 100-point scoring system based on qualifications, work plan, price, and references. Awardees must maintain significant insurance coverage, including 2 million dollars in general liability, 1 million dollars in automobile liability, and 1 million dollars in professional liability.
