AI Contract Overview

The Naval Sea Systems Command plans to issue a sole source contract modification to General Dynamics Advanced Information System (GDAIS) to establish two new cost-type Contract Line Item Numbers (CLINs) for Support for Engineering Services and associated materials for the Surface Mine Countermeasure Unmanned Undersea Vehicle (SMCM UUV), known as Knifefish. GDAIS is uniquely qualified as the original designer and developer of the SMCM UUV system and is the only source capable of meeting the Navy’s requirements promptly and without negatively impacting the SMCM UUV or Littoral Combat Ship programs. The addition of these CLINs will cover engineering support and necessary materials, leveraging GDAIS’s specialized expertise, technical data, equipment, and personnel. Recompeting this work is deemed impractical due to an anticipated two-year delay and increased costs that would adversely affect the Navy’s operational timeline and budget. The contract modification ensures continuity and timely support for critical Navy programs. Firms interested in subcontracting opportunities are encouraged to contact GDAIS directly. The contract action supports the ongoing needs of the Naval Surface Warfare Center based in Panama City Beach, Florida.

General Info

Navy awards sole source contract to GDAIS for Knifefish engineering support, ensuring program continuity.

Full Description

The Naval Sea Systems Command intends to issue a modification on a sole source basis to General Dynamics Advanced Information System (GDAIS), 5440 Millstream Road, McLeansville, NC 27301 to establish two new cost type Contract Line Item Numbers (CLINs) for Support for Engineering Services and Material in support of Engineering Services (CLIN 0002). GDAIS is currently the designer and developer of the SMCM UUV System and the only source available that can satisfy the Navy's requirements in a timely manner without negative impact to either the SMCM UUV or Littoral Combat Ship (LCS) programs. GDAIS possesses the expertise, internal technical data, equipment, and required personnel necessary to satisfactorily provide the Support for Engineering Services. Recompeting this contract would result in a 2 year schedule delay which would not meet the needs of the Navy and also result in duplicative costs to the Government. Firms interested in subcontracting opportunities should contact GDAIS directly.

FTA Broad Agency Announcement (FY26) -- “Research Initiatives in Support of Safety, Accessibility, and Mobility in Public Transportation
Solicitation # 693195-26-BAA-0001
The Federal Transit Administration (FTA) Office of Research, Demonstration, and Innovation has issued a Broad Agency Announcement (BAA) soliciting applied research projects to enhance the safety, reliability, efficiency, and accessibility of public transportation in the United States. This unrestricted solicitation is open to any responsible source, excluding Federal Government-owned businesses, and encourages teaming and collaboration. The program focuses on technology readiness levels 3 through 6, with a preference for proof-of-concept testing. Research topics include community connectivity, accessibility for automated vehicles, urban rail innovations, ferry safety, and transit safety data analytics. Individual awards typically range from $150,000 to $500,000, and while cost sharing is not mandatory, projects that include transit operator partnerships and cost sharing are preferred. The selection process follows a two-step approach requiring an initial concept paper and project quad chart, followed by a detailed technical and cost proposal if invited. Following Amendment 0002, the due date for submissions has been extended to November 6, 2026. Awards are anticipated as firm-fixed-price or level-of-effort term contracts, though cost-reimbursable contracts may be considered with justification. Evaluation is based on a trade-off process where technical merit and importance to agency programs are significantly more important than cost. Successful contractors must comply with strict reporting requirements, including a Data Management Plan, semi-annual Technology Transfer Reports, and a final technical report that is 100 percent Section 508 compliant. Administrative requirements include mandatory electronic invoicing via the DELPHI iSupplier system and adherence to NIST SP 800-171 for protecting controlled unclassified information.
