AI Contract Overview

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) seeks to award a sole source contract to L3 Kollmorgen ElectroOptics (L3 KEO) for technical and engineering services supporting the CLUSTER BIGHT system. This includes refurbishment, installation, removal, repair, and ongoing technical support related to special project development within NUWCDIVNPT Code 34 Special Projects. L3 KEO is uniquely qualified, having originally developed and maintained the system, and possesses the specialized knowledge, proprietary parts, test equipment, and facilities necessary for cost-effective and timely support. Given the complexity and critical nature of the CLUSTER BIGHT system, which serves an operational fleet relying on a single unit, transitioning to another contractor would cause significant delays and increased costs due to the required technical expertise and facility investments. This contract action will be conducted under the authority of FAR 6.302-1 as a sole source procurement, reflecting the exclusivity of L3 KEO’s capability to meet these requirements. The government is not soliciting competitive proposals but invites interested parties to express their interest within 15 days of the notice. Official solicitation documents, including solicitation number N6660412R3051, will be issued no earlier than 15 days following this notice. The Naval Sea Systems Command posts these notices on both the Federal Business Opportunities and Navy Electronic Commerce Online platforms, with the point of contact for this contract being Michael H. Bromfield.

This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warare Center Division Newport, RI (NUWCDIVNPT) intends to award a Sole Source Requirement to L3 Kollmorgen ElectroOptics (L3 KEO). The Contractor shall provide services to NUWCDIVNPT Code 34 Special Projects in the areas of CLUSTER BIGHT system refurbishment, installation support, technical assistance support, removal support, system repair, and technical support on Special Project development. L3 KEO conducted this effort under the original contract. L3 KEO is the only company capable of installing, maintaining the system at-sea, repairing and overhauling the system in a cost-effective timely manner. Any other company would require a lengthy, expensive investment to come up to speed on a complex intelligence system that took four years to design and build, and would require significant investments to meet the qualifications to remove, maintain, and install the system, including all the specialized test equipment, proper facilities, and specific technical skills, including knowledge of the proprietary parts and subsystems incorporated into the system. The CLUSTER BIGHT system is in high demand from the operational fleet and an extended learning curve would leave the fleet unsupported during this period, as there is only one system. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement within 15 days of this notice. In accordance with FAR 5.203(a) solicitation N66604-12-R-3051 will be issued at least 15 days past the date of this notice of proposed contract action. Point of Contact: Michael H. Bromfield, +1 (555) 000-0000, contact@example.gov

FTA Broad Agency Announcement (FY26) -- “Research Initiatives in Support of Safety, Accessibility, and Mobility in Public Transportation
Solicitation # 693195-26-BAA-0001
The Federal Transit Administration (FTA) Office of Research, Demonstration, and Innovation has issued a Broad Agency Announcement (BAA) soliciting applied research projects to enhance the safety, reliability, efficiency, and accessibility of public transportation in the United States. This unrestricted solicitation is open to any responsible source, excluding Federal Government-owned businesses, and encourages teaming and collaboration. The program focuses on technology readiness levels 3 through 6, with a preference for proof-of-concept testing. Research topics include community connectivity, accessibility for automated vehicles, urban rail innovations, ferry safety, and transit safety data analytics. Individual awards typically range from $150,000 to $500,000, and while cost sharing is not mandatory, projects that include transit operator partnerships and cost sharing are preferred. The selection process follows a two-step approach requiring an initial concept paper and project quad chart, followed by a detailed technical and cost proposal if invited. Following Amendment 0002, the due date for submissions has been extended to November 6, 2026. Awards are anticipated as firm-fixed-price or level-of-effort term contracts, though cost-reimbursable contracts may be considered with justification. Evaluation is based on a trade-off process where technical merit and importance to agency programs are significantly more important than cost. Successful contractors must comply with strict reporting requirements, including a Data Management Plan, semi-annual Technology Transfer Reports, and a final technical report that is 100 percent Section 508 compliant. Administrative requirements include mandatory electronic invoicing via the DELPHI iSupplier system and adherence to NIST SP 800-171 for protecting controlled unclassified information.
