19--Basic Ordering Agreement in Support of DDG51 Class Destroyer Post Shakedown Availabity Planning and Support Services

The Naval Sea Systems Command plans to establish a Basic Ordering Agreement (BOA) with Northrop Grumman Ship Systems (NGSS) for Post Shakedown Availability (PSA) Planning and Support Services specifically for DDG 51 Class Destroyers, including ships 103, 105, 107, and 110. This contract covers a range of services such as advance planning, engineering support, on-site engineering liaison, craft assistance, and the ordering and processing of necessary materials to support the completion of PSA work and handle emergent industrial availabilities on these vessels. The work will be conducted through cost-plus-fixed-fee orders negotiated solely with NGSS, reflecting a sole-source procurement approach. Each individual order issued under this agreement will be synopsized in accordance with applicable regulations when required, providing transparency as appropriate.
