This contract solicitation, titled "SHIP TO SHORE CONNECTOR (SSC) FOR SCHEDULE REALISM, PRODUCIBILITY AND COST," is issued by the Department of Defense's Naval Surface Warfare Center Carderock Office in Bethesda, Maryland. It invites proposals from qualified shipyards to provide detailed input on several key aspects of the SSC program. These include evaluating the feasibility of the preliminary program design, construction, and testing schedule; assessing the producibility of the functional baseline design with considerations for build strategy, modularity, and outsourcing; reviewing long lead time materials and propulsion train test plans; and analyzing how metric design impacts build and construction strategies. The contract requires offerors to break down the total cost of the program from detailed design through shipyard support related to final acceptance. This cost breakdown should include materials, shipyard setup, non-recurring engineering, construction, and labor. The overarching goal is to develop recommendations and data that minimize both time and cost while optimizing product quality. Additionally, offerors must identify any specific build techniques or strategies necessary due to unique design features, aiming to improve overall schedule realism, producibility, and cost-effectiveness of the SSC program.
