The Sealift Support Program Office is hosting an Industry Day from May 29 to 31, 2002, at the Little Creek Naval Amphibious Base in Norfolk, Virginia, to introduce and discuss the Improved Navy Lighterage System (INLS) program. The event will begin with an introductory briefing covering background information and specific program requirements, followed by a prototype tour and individual 45-minute sessions with potential contractors to address questions. Interested contractors are required to pre-register due to security measures, limit attendance to five participants per company, and be prepared to discuss their capabilities and experience. The conference will provide audiovisual support, but written responses to questions will not be furnished. Contractors must submit company information and status, including whether they qualify as hubzone, 8(a), small, or large business, to the designated contact prior to the event. The program anticipates awarding a combination Cost Plus Fixed Fee and Firm Fixed Price contract during the first or second quarter of fiscal year 2003 for the design, production, testing, delivery, and logistics support of the INLS. The contract will include low rate initial production quantities and four full rate production options extending through fiscal year 2008, with final delivery expected by 2010. The production includes a series of powered and non-powered barges configured into various platforms: Warping Tugs, Roll-On/Roll-Off Discharge Facilities, Causeway Ferries, and Floating Causeways, each consisting of multiple modular components. Work will be performed according to government-provided Statement of Work, specifications, and drawings, with deliveries scheduled to multiple naval facilities and commands including units in California, Virginia, and Florida. The contract expects a non-restricted competition focused on overall production capacity, though the final contracting strategy has yet to be determined. Additional technical and industry day points of contact have been provided for further engagement.
