The U.S. Fish and Wildlife Service intends to award a sole source firm-fixed price contract to Gulfshore Manufacturing, Inc. DBA Young Boats, Inc. for the procurement of a 2027 SaltRiver 23 shallow-draft operations boat to support daily mission-critical operations at the Lower Suwannee National Wildlife Refuge. The boat must meet exacting technical and performance standards, particularly in shallow-water maneuverability, draft depth suitable for mudflats, oyster bars, tidal creeks, and river shoals, and must be capable of handling patrol, survey, and heavy-load operations. Gulfshore Manufacturing is identified as the only responsible source capable of fulfilling these requirements due to its proprietary hull design, localized service capability within 75 miles for warranty, repairs, and haul-out, and proven compatibility with existing USFWS operational protocols. Extensive market research confirmed no other vendor can meet all technical, performance, and logistical demands necessary for mission continuity. This is not a competitive solicitation, and no formal request for proposals will be issued. Interested parties may submit a capability statement demonstrating their ability to fully satisfy all specified requirements, including technical equivalency, SAM.gov registration, delivery timelines, and proven product compatibility. Responses must be submitted via email to lawrence_aragon@ios.doi.gov no later than August 14, 2026, at 5:00 PM EST, and must include the business name and Unique Entity Identifier. Only submissions clearly proving full compliance with every requirement will be evaluated; submissions failing to meet any criterion will be disregarded. The government retains sole discretion to determine whether to proceed with the sole source award and will not reimburse any costs incurred by respondents. No telephone inquiries or offers will be accepted.

This sources sought notice is purely for planning and market research and does not constitute a solicitation, request for proposals, or a commitment to award a contract. The government requires sufficient responses from two or more qualified small businesses, including those in 8(a), SDVOSB, WOSB, and HUBZone categories, to justify a set-aside. Respondents must provide detailed information on their business status, point of contact, DUNS and CAGE codes, interest in acting as a prime or subcontractor, relevant past performance on similar vessel maintenance projects including drydock, electrical, engine room, hull repair, and launch trials, and their ability to deliver services at fair market prices with standard commercial terms. Potential responders are asked to assess the commercial availability of the required services, provide pricing and delivery data, and identify any factors that may unnecessarily restrict competition. The government is also seeking recommendations on how to structure the contract to maximize small business participation and suggestions for improving the requirements or draft performance work statement to enhance competition and efficiency. All submissions must be received by August 10, 2026, to the designated point of contact, Ignacio Cordova. No payment will be provided for information submitted, and failure to respond will not affect future eligibility to compete if a formal solicitation is issued. Any future solicitation will be posted on SAM.gov, and it is the responsibility of interested parties to monitor that site for updates.
