Each trailer must meet strict technical specifications including a deck length between 30 and 35 feet, a hydraulic gooseneck, three axles, and a capacity of 35 to 45 tons, along with beacon lights for oversized loads and proper wide load signage. The trailers are expected to be used at an approximate rate of 10,000 kilometers per month, with trailer one contracted for two distinct periods—June 15 to September 1, 2026, and September 2, 2026, to March 31, 2027—and trailer two for the full duration. The contract includes four optional renewal periods extending through March 31, 2031. All equipment must be delivered to locations designated by Canada, with pick-up and return handled at Valcartier Base, and the contractor bears full responsibility for rigging, drayage, packaging, and replacement of any damaged items in transit, with all costs included in the quoted price. Pricing must include GST/HST, excise taxes, and all customs duties, with delivery terms specified as Delivery Duty Paid. The contractor is obligated to maintain complete financial and operational records subject to audit by Canada at any time, and must notify the Contracting Authority in writing when funds are 75% committed, four months before contract expiry, or if funding becomes inadequate.
