The U.S. Army Corps of Engineers, Wilmington District, plans to award a sole source contract to HRP North America Inc. for the procurement of three circuit cards specifically designed for the control system of the Corps’ vessel Currituck. HRP North America is the exclusive supplier of these particular circuit cards, which serve as the only direct replacements compatible with the vessel’s existing control circuitry. Using circuit cards from any other manufacturer would necessitate an extensive and costly overhaul of the Currituck’s control system, making HRP’s products the most cost-effective and practical solution. The contract is being awarded under legal authority permitting sole source procurement when only one responsible source can meet the agency’s requirements. This determination is based on the unique compatibility and technical specifications of the HRP circuit cards. While other responsible sources are allowed to submit capability statements or proposals, the Corps has concluded that no alternative products or vendors can satisfy the operational needs of the vessel. The contract is managed by the Wilmington District office, with Charlenne Figgins serving as the contract specialist responsible for inquiries related to this acquisition.
