The Naval Surface Warfare Center in Panama City, Florida, intends to award a sole source, firm-fixed price contract to InterMed Video Technologies, Inc. for the procurement of ruggedized commercial off the shelf LCD displays. The order consists of twenty-seven 17-inch and forty-six 10.4-inch displays to support Craft Alterations on the Landing Craft Air Cushion as part of the C4N Service Life Extension Program. This acquisition is structured as an indefinite quantity and indefinite delivery contract with a four-year period of performance, comprising a base year and three optional twelve-month award terms. The agreement also includes a not-to-exceed CLIN for non-recurring engineering to address potential component obsolescence. InterMed Video Technologies is designated as the sole source because they are the original equipment manufacturer of the modified units, which have already undergone extensive qualification testing to ensure total compatibility with existing LCAC systems. Utilizing alternative displays would necessitate costly craft rewiring and comprehensive re-testing of integrated systems, including the Alarm Monitoring System and various navigation and radar units. The procurement falls under NAICS code 334119 and is managed by the Naval Sea Systems Command to maintain technical consistency across the remaining craft fleet.

The contract will have a period of performance of four (4) years consisting of a Base year and three twelve month award terms. The prices for the award terms will be evaluated at time of contract award. This acquisition is unsuitable for full and open competition for the following reasons. The parts being purchased are slightly modified COTS items manufactured by InterMed Video Technologies of Newtown, Ct. Inter Med Video is the original equipment manufacturer (OEM) of these items. The Naval Sea Systems Command (NAVSEA) has conducted a qualification program for manufacturers of LCAC System Upgrade and the SLEP displays and has determined that it is necessary to purchase the same units for the remaining craft. This qualification program involved extensive testing to ensure 100 percent compatibility with the display signals of the LCAC systems. These installed displays are integrated into the display console and craft wiring, and are compatible with the Alarm Monitoring System AMS, Sperry Bridgemaster E Radar, Radar Interface Converter Unit (RICU), Navigation Processor Unit NPU, and Navigation Data Integrator NDI. Other displays would require craft rewiring, qualification and extensive re-testing.
