2010- Repair of Virginia Class Propulsor Rotor Assembly

The U.S. Navy, through NAVSUP Weapon Systems Support in Mechanicsburg, Pennsylvania, is soliciting Firm Fixed Price (FFP) proposals to evaluate, repair, and/or modify a single VA Class Propulsor Rotor Assembly with NSN 2010-01-534-8269, Serial Number 29999, under solicitation N0010426QZ058. The work must be performed in strict accordance with Technical Data Package Version 014 dated 01 August 2023 and the Repair Statement of Work specifically tailored for the SSN 774 class rotor, incorporating mandatory standards such as NAVSEA S9074-AR-GIB-010/248 and DI-MISC-80876 for welding, ANSI EIA-649 for configuration management, MIL-STD-130 for unique item identification, and MIL-STD-2073-1 and MIL-STD-129 for preservation, packaging, packing, and marking. Contract performance is scheduled for completion within 15 months of award, with delivery required FOB Origin to the Pearl Harbor Naval Shipyard, though the final acceptance location remains to be determined and may occur at an alternate DoDAAC site. All work must be conducted under a Facility Security Clearance, with a DD Form 254 governing the handling of Controlled Unclassified Information (CUI) associated with the technical data package, and the contractor must comply with CMMC cybersecurity requirements for systems handling CUI or FCI. The evaluation process prioritizes past performance over price, using an adjectival rating system aligned with the DoD Supplier Performance Risk System (SPRS), where contractors with demonstrated success in similar repair tasks receive higher ratings, and awards are made on a best-value trade-off basis rather than using a Lowest Price Technically Acceptable (LPTA) approach. Payment will be processed exclusively through the Wide Area WorkFlow (WAWF) system using designated DoDAACs N00104, S4306A, and N42158, with all deliverables including inspection reports, welding documentation, and UID records submitted via WAWF or the IUID Registry.
