Solicitation YA1323-16-MS-0001-05 is a single-award, Cost Plus Award Fee (CPAF) contract issued by the Department of Commerce Census Bureau for the 2020 Census Questionnaire Assistance (CQA) program. The primary objective is the creation, testing, and operation of a multi-channel contact center to support the 2020 Census. The program is structured in phases, including a 2017 Census Test involving 200,000 households and a 2018 End-to-End Test involving 500,000 households to refine workload models and ensure operational readiness. The full-scale 2020 operation targets 143 million households from January 2020 through March 2021, with a heavy emphasis on outbound operations, IVR deflection, and multi-language customer service representative support. The contract mandates rigorous security and compliance standards, requiring adherence to FISMA, NIST SP 800-53, and OMB policies to ensure the confidentiality and integrity of information systems. Personnel must undergo strict vetting, including Position Sensitivity Level designations, Fair Credit Reporting Act authorizations, and the granting of Special Sworn Status under Title 13 U.S.C. for non-disclosure. Performance is managed through a Quality Assurance Surveillance Plan (QASP) and a structured Award Fee Plan with multiple evaluation periods from 2016 to 2021. Offerors are required to provide detailed resource and cost models, including labor hours and other direct costs mapped to a specific Work Breakdown Structure.
