2024 - Staff Augmentation Services

The City of San Mateo Public Works Department is soliciting proposals for staff augmentation services to support its Capital Improvement Program and Facilities Divisions. The selected engineering and architectural firms will provide professional services including planning, design, permitting, and construction management for various public infrastructure and city facility projects, such as ADA compliance, roofing, and elevator modernization. The contract is intended for approximately two awards with a total not-to-exceed budget of $400,000 over a two-year term, with a tentative start date in August or September 2024. Consultants are expected to operate as independent contractors and must be available to work onsite at least three days per week at City Hall or the Corporation Yard. Qualified personnel for the CIP Division must meet or exceed Associate Engineer qualifications and hold a California Registered Professional Engineer License. Proposals are limited to ten pages, excluding resumes, and must include a cover letter, approach, firm qualifications, and a fee schedule. The City requires comprehensive insurance coverage, including $5,000,000 limits for Commercial General Liability, Automobile Liability, and Professional Liability. Payment is structured on a monthly time-and-expense reimbursement basis, contingent upon City approval of deliverables. All work products created under the agreement remain the exclusive property of the City of San Mateo.
