2025-GPA-01: APPROVAL OF RESO NO 7589 FORMALLY ADOPTING THE CITY'S FEMA-APPROVED LHMP AND AMENDING THE SAFETY ELEMENT OF THE 2040 GENERAL PLAN

The City of Santa Paula is formally adopting the FEMA-approved Local Hazard Mitigation Plan (LHMP), which is part of the Ventura County Multi-Jurisdictional Hazard Mitigation Plan, into the Safety Element of the City's 2040 General Plan. This action, executed through Resolution No. 7589 on October 1, 2025, involves amending the Hazard and Public Safety Element to include required language referencing the LHMP and providing public access to the plan in its entirety. The primary objective of this adoption is to ensure full compliance with Assembly Bill 2140, which is necessary for the City to remain eligible for state cost-share funding on Public Assistance projects through the California Office of Emergency Services. The project adheres to the Disaster Mitigation Act of 2000 and FEMA's Local Hazard Mitigation Plan guidance. It has been deemed exempt from the California Environmental Quality Act under Public Resources Code Section 15183, as the amendments do not create inconsistencies or significant impacts beyond those addressed in the certified 2040 General Plan Environmental Impact Report. The process involves adding specific new language to the Safety Element without altering existing data tables or exhibits, and requires the submission of the signed resolution and updated web links to Cal OES for final review and approval.
