2025 Kings County Regional Active Transportation Plan

The 2025 Kings County Regional Active Transportation Plan is a strategic initiative led by the Kings County Association of Governments to establish a comprehensive, countywide framework for expanding and improving active transportation infrastructure. The project aims to update the 2019 Regional Active Transportation Plan by integrating existing local bicycle, pedestrian, and Safe Routes to School plans with broader regional transportation goals and sustainable community strategies. By utilizing a Complete Streets policy, the plan seeks to develop safe, accessible, and connected networks for walking and bicycling that link urban centers and rural regions. Key objectives include increasing active transportation trips, reducing greenhouse gas emissions through a shift away from motor vehicles, and enhancing safety for vulnerable populations such as children, seniors, and people with disabilities. The scope of work focuses on identifying infrastructure and programmatic improvements to provide equitable access to essential destinations, including schools, workplaces, homes, shopping centers, medical services, and civic uses. A critical component of the plan is the identification of grant-ready projects to help Kings County jurisdictions secure competitive state, federal, and regional funding. The project performance area encompasses Kings County, specifically including the cities of Avenal, Lemoore, Hanford, and Corcoran. Additionally, the project has been granted a Notice of Exemption from the California Environmental Quality Act (CEQA) under Public Resources Code Section 21080.20(a)(1), as it promotes sustainable transportation modes that reduce carbon emissions.
