Pursuant to its discretionary authority under Article 15-A and 17-B of the New York State Executive Law and State Finance Law section 160(8) – Empire State Development Corporation certified Minority or Woman Owned Business (MWBE), New York State Office of General Services Service-Disabled Veteran-Owned Business (SDVOB), or New York State Small Businesses only.
