2025 Regional Plan

The San Diego Association of Governments (SANDAG) is advancing the 2025 Regional Plan, an update to the approved 2021 plan, to guide transportation, land use, housing, and environmental improvements across San Diego County over the coming decades. The plan aims to accommodate regional growth while enhancing equity, reducing emissions, and improving overall quality of life. Environmental compliance is central to the effort, with all activities guided by the California Environmental Quality Act (CEQA), including detailed assessments of air quality, noise, water quality, and habitat impacts under CEQA Guidelines Appendix G. Key deliverables include air quality and greenhouse gas emissions analyses, dispersion and health risk modeling, stormwater management plans compliant with the MS4 Permit and Clean Water Act, and long-term habitat conservation strategies. Special mitigation measures require seed collection and translocation of sensitive plant species, habitat restoration, and funding endowments for perpetual management, all in coordination with the California Department of Fish and Wildlife and U.S. Fish and Wildlife Service under regional conservation plans such as NCCP, MSCP, and MHCP. Fire safety standards, seasonal construction restrictions to protect wildlife, and defensible space requirements in high-hazard zones are enforced to align with state and local codes. Performance occurs throughout San Diego County, encompassing rail and bus yards, airports, industrial sites, and residential zones. The plan's evaluation relies on quantitative thresholds for air pollutants, noise levels, and biological impacts, with acceptance criteria tied to regulatory compliance rather than traditional procurement metrics. While no formal contract value, pricing structure, or federal acquisition regulation clauses are specified, administrative oversight is led by SANDAG, with project management handled by Kirsten Uchitel and Kathie Washington, and environmental data submitted through CEQAnet under project ID 2023010039.
