2025- Wheelchair Accessible Light Vehicles Program

The General Services Administration (GSA) is conducting the 2026 Fall Open Season for the 2025 Wheelchair Accessible Light Vehicles Program under solicitation 47QMCA24R00034WC, a Total Small Business Set-Aside authorized under FAR 19.5 and classified under NAICS code 336211. This initiative enables existing contractors to submit Next Model Year (NMY) updates for awarded line items and allows new qualified small businesses to propose new wheelchair-accessible light vehicle models. All proposed vehicles must strictly comply with 2027 Federal Vehicle Standards, including SIN-specific product descriptions (281, 282, 283, 284), the 307 light trucks document, Title 36 ramp angle requirements, Americans with Disabilities Act (ADA) mandates, and Federal Motor Vehicle Safety Standards (FMVSS)—none of which are negotiable. Vehicles must be commercial, production-ready, and fully tested; prototypes are prohibited. Proposals undergo a rigorous technical evaluation with pass/fail gates covering engineering standards such as NTA ultramods, pull tests, and engineering approvals, and all technical exceptions must be submitted during the evaluation phase—unapproved exceptions will disqualify submissions. The program utilizes GSAfleet.gov as the sole platform for bid submission, vendor account management, pricing updates, and status reporting. Existing contractors must use the GSAfleet.gov bid management module to update pricing, minimums, optional equipment, and availability, while new vendors must complete a two-part process: first, submitting technical and pricing data via GSAfleet.gov, and second, emailing a multi-volume proposal directly to GSA contracting officers. New vendors must also complete and submit the Vendor Company Request Form and GSAFleet.gov User Account Request Form to establish system access, which GSA controls exclusively. All offerors must maintain an active SAM.gov registration and provide their Unique Entity Identifier (UEI). The open season is divided into three rounds: Round 1 runs from June 1 to July 30, 2026; Round 2 from August 31 to October 2, 2026; and Round 3 from October 22 to November 12, 2026.
