2026-2027 M7B Snow and Ice Control Contractors for Culpeper District

The Virginia Department of Transportation is soliciting an indefinite quantity services agreement for the 2026-2027 winter season to provide emergency snow and ice removal services within the Culpeper District. This scope covers the counties of Louisa, Orange, Fluvanna, Madison, Greene, Albemarle, Rappahannock, Fauquier, and Culpeper. The contractor is required to provide qualified operators and a variety of equipment, including multi-axle dump trucks, 4WD pickups, farm tractors, motor graders, and truck-mounted snow blowers, available on an as-needed basis for daytime, nighttime, and round-the-clock emergency operations. Key operational requirements include the installation of AVL devices and the completion of equipment rigging and pickup by November 1, 2026, with all VDOT equipment returned by April 11, 2027. Bidders must be registered in eVA and provide operators with appropriate licensing, such as a Class B CDL with air brake endorsement for specific equipment. Compensation is based on firm hourly unit rates, supplemented by one-time mobilization fees of 3,000 dollars per piece of equipment, rigging and alteration fees, and a supervision rate of 80 dollars per hour. Compliance mandates include adherence to OSHA and VOSH safety regulations, the provision of a drug-free workplace, and annual sexual harassment training for contractors with more than five employees. SWaM-certified contractors receive priority status for work assignments. All equipment is subject to VDOT inspection to ensure it meets USDOT and Virginia State Inspection standards, as farm-use vehicles are strictly prohibited. Invoices must be submitted with the state contract or purchase order number and are subject to a 30-day payment term.
